Mr. John Waterston Program Manager Strategic Technology Office

Mr. John Waterston joined DARPA in 2017 as a program manager in the Strategic Technology Office (STO). He served as acting deputy director of STO from December 2021 to February 2022. He manages the Ocean of Things and Phorcys programs. Waterston’s interests are in maritime autonomy, undersea warfare, distributed sensing, and non-traditional communications.

Prior to arriving at DARPA, Waterston was a senior program manager in SRI International’s Advanced Technology and Systems Division. There he led defense research programs in various technical areas to include cyber warfare, Arctic sensing, and unmanned vehicles. Outside of industry, Waterston serves as a captain in the U.S. Navy Reserve, where he applies his submarine operational experience to support naval warfare systems integration.

Waterston received a Bachelor of Science degree in electrical engineering from the United States Naval Academy and a Master of Science degree in electrical engineering from Stanford University.
